

Circlets do not upgrade to an Exceptional or Elite version. While there are 4 Circlets (Circlet, Coronet, Tiara, and Diadem), you can only get Tiaras and Diadems by gambling Coronets. For some reason, Giant Conch has the lowest iLvl of any Elite helm. For some reason, Boneweave has the lowest iLvl of any Elite body armor. Rings and Amulets are available at level 1 and do not have Exceptional or Elite versions. First two games out of the way, onto Diablo 3 1 / 2. For example, if you wanted an Elite Crossbow Cho-Ko-Nu (ilevel 54), you would need to be at least level 50 to have a chance.
